    Also, the main problems were encountered in implementing electronic public services, best practices in the EU countries, regulation and development perspectives of electonic public services in Lithuania. Practical implications – the most important electronic government (hereinafter – e-government) services development principles, problems, best practices, regulation and development perspective of Lithuania reflect the practical implications. This information could be used in order to develop electronic public services implementation. Originality/value – electronic public services were analyzed through theoretical aspects: principles, models and implementation issues. Peculiarities of electronic public services implementation in the EU’s experience were discussed, touching the issue of electronic public services, involving EU documents, countries of good practice, Lithuanian electronic public services regulatory issues and development perspective.

    Praktinė reikšmė – atlikus socialinio marketingo technologijų taikymo analizę, išryškėjo tam tikri probleminiai klausimai, todėl jų sprendimo būdai leistų efektyviau įgyvendinti socialinio marketingo technologijas įvairių šalių valstybės valdymo įstaigose jų vykdomų projektų taikymo kontekste. Originalumas – darbo originalumą straipsnyje atspindi sudarytas dvipakopis socialinio marketingo technologijų ir priemonių taikymo teorinis modelis, kuris iš esmės pateikia bendrus reikalavimus, reikalingus socialinio marketingo kampanijai parengti, taikyti ir toliau plėtoti.

    Vertingumas – nepaisant to, kad pasaulinėje prognozavimo praktikoje jau ne pirmus metus egzistuoja priemonės, leidžiančios tinkamai įvertinti ir padėti pasiruošti įvairaus pobūdžio ilgalaikiams iššūkiams, Lietuvoje bei daugelyje kitų Rytų Europos šalių planavimo procesas vis dar vyksta centralizuoto, penkmečiu paremto, planavimo tradicijomis. Dėl šios priežasties buvusio socialistinio bloko valstybės nuo kitų regionų atsilieka e. valdžios ir kitos tematikos ateities įžvalgų metodika paremtų projektų skaičiumi (Keenan M., Popper R., 2008), todėl atsiranda šios srities informacijos tuštuma. Nedidelę jos dalį bandoma užpildyti šiuo straipsniu.

    Research limitations/implications—although the proposed measurement constructs and measures proved to be useful for assessing the back-office staff maturity, the relationships among different measures and constructs affecting the staff readiness require further research. Practical implications—the case study was conducted at single public organization, which will be extended to multiple public organizations in practice. The extension will not to allow effective testing of the usability of the proposed conceptual framework and constructs, but will also broaden the benchmarking scope. Originality/Value—back-office staff education is discussed and described in the literature as well practice, but there is hardly any existing framework for the assessment and benchmarking of staff maturity. Often viewed in isolation, the practitioners hardly realize the long term intangible objectives to understand how research (literature) can help improve the maturity. Similarly, the academics also describe staff education at generic level, which may or may not be applicable to the different types of organizations. Therefore, we propose a conceptual measurement framework with constructs and subsequent measures and show that combining the research (literature) and practice (Inland Revenue, Karachi) provides deeper insights.

    Evaluation of public e-services and information technology accessibility in different social groups

    selecting and installing technologies, and using technology facilities. E-services influence the capabilities of state officials to apply modern technology and increase the availability of e-services for social groups. Results consist of individual or collective decisions to act on one’s own life, to implementation of effective information technologies in the e-government activities and using of e-services. An important indicator is the implementation of e-services in the activity of citizens. It is submitted as the index of e-participation in dealing with the activities of citizens and the possibilities of authorities directly related with providing services on the internet, participating in different types of social networks and other e-activities. Research limitations/implications—the research of population skills to use the information technology tools and the means would help determine the causes and take appropriate decisions to avoid a digital differentiation of the population. The data for analysis from EU countries are used by official statistics data provided by Eurostat and e-government Survey of United Nations. Practical implications—the results of this research reveal the differentiation of population skills of usage information technology means. Such information would help determine the e-participation index, evaluate accessibility of e-services. Results influence the appropriate decisions to avoid a digital differentiation of the population. Originality/Value—the paper presents valuable results and concludes that the e-inclusion of citizens is increased by moving to more open public e-services design development and delivery model, using the collaboration of citizens.
