Subject: regulation and restriction of public internet approach The main conceptions: direction of addresses, conveyance expedients of electronic community, filtration expedients, distribution of information in public use computers net, provider of services information, file of systematic record, information off-the-record, protocol, restrictive public information, net services provider, public use computer nets. The main attention in the work is to the regulation and restriction of public internet approach. The re is developing importance of public internet approach, opportunities and displayed reaches. Suggesting offers and recommendations, defining all actuality of the work in area of public internet approaches. Internet is one of the most popular and one of the most expended area which opens unbounded opportunity finding the information, communicating and searching new action opportunities. E-mail, chats on internet, electronic banking and other services on internet is concurrent part of the activity. Nova days these services is not enough, that is why one of the most important step, reducing digital gap in public, is to vouchsafe free internet approach, to wit e-government, e-learning services, e-health services, internet approaches for competitive price, to vouchsafe the accessibility and safe information. Internet is one of the methods to spread the information, by the way, more progressive and simple than other; it is the main factor, which can quicken development of society and information technologies. The information published by this way is also public. Besides in many countries the information on internet is controlled by acts of law, though for internet specific to apply them, is more complicated then in other areas of mass communication, so occurs serious problem, which involves internet regulation and restriction. Nets of public offices will be available for everybody, if the e-government will become reality. If some people can not use the net, possibility to get some information or public services will be restricted. This can be avoided by developing public internet places, for example, information terminals in library, in public centers, in public offices or other places. This will help to achieve large superiority in either area. The work includes preface, four chapters, which are divided into smaller components – sections, conclusions, list of literature and summaries in Lithuanian and English. The first chapter intended public internet approach analysis, where was tried to ascertain information community prospects using public internet approaches and to present juridical and legitimate regulation in public internet areas. The second chapter survey public information community services and restriction of services in electronic area. The third chapter construes public internet approaches, where to find them. Although, defines public information circulation restriction, responsibility for negative information, indicates requirements for juridical site. The fourth chapter includes suggestions and recommendations about public internet approaches, which can give higher opportunities. There are given conclusions at the end of the work, where are summarized public internet approach regulation and restriction, the work circumstantial by the acts of law, foreign and Lithuanian sites.
