Water resources – one of the most important components of nature. Its protection urges active international cooperation. In the context of the harmonious development of Baltic 21 program, the importance of Baltic Sea water resources and its management is being considered. In order to reveal the main reasons of deterioration of Baltic Sea water resources and the possibilities for solving such problems, some of the experts were interviewed and their opinion was given in this work. One of the possibilities to manage quality of marine resources, including Baltic Sea, is International concords. Therefore International concords, conventions and other regulations, that help to manage the quality of the Baltic Sea, are being analyzed in this work. The measures, which assure successful implementation of the most important legal provisions and effective quality management of water resources, are being also considered in this work. These above mentioned measures involve: EU institutions, intergovernmental organisations and instruments of financial support. Due to the fact that Lithuania is one of the participants of Baltic 21 and also one of the polluters of Baltic Sea, the main legal and institutional features in the sphere of water resources quality management were described in this work. The main reasons of bad quality of Baltic Sea water resources are: eutrophication, hazardous chemical substances and economical activity in the Sea. The research revealed that the most important problems of Baltic Sea water resources quality management arise because of the lack of financing and cooperation. However, the quality management of water resources should improve because of the increasing influence of EU in the sphere of regulation and financing.
