Utenos regiono atliekų tvarkymo infrastruktūros valdymo vertinimas

Siekiant įvykdyti atliekų tvarkymą reglamentuojančių ES direktyvų ir Lietuvos teisės aktų reikalavimus, Lietuvoje kuriama komunalinių atliekų tvarkymo sistema bei plėtojama atliekų tvarkymo infrastruktūra. Lietuva Europos Sąjungai yra įsipareigojusi sumažinti į sąvartynus šalinamų atliekų kiekius, tačiau Lietuvoje šalinimas sąvartynuose – yra vis dar pagrindinis atliekų šalinimo būdas. Infrastruktūros valdymas yra sudėtingas procesas, reikalaujantis ieškoti tinkamų sprendimų, kurie padėtų sėkmingai įgyvendinti infrastruktūros kūrimo projektus, tinkamai tvarkyti komunalines atliekas bei mažinti šalinamų atliekų kiekį sąvartynuose. Magistro baigiamajame darbe analizuojamas Utenos regiono atliekų tvarkymo infrastruktūros valdymas. Analizės tikslas – išsiaiškinti, ar tinkamai vykdomas Utenos regiono atliekų tvarkymo infrastruktūros projektų įgyvendinimas ir, ar pasirinkti atliekų tvarkymo sprendiniai yra tinkami tvarkant regiono atliekas. Tyrimo metu nustatyta: 1. Utenos regiono ir Utenos regiono savivaldybių atliekų tvarkymo planai turi trūkumų, kadangi planuose nėra aprašytas naujų atliekų naudojimo ir šalinimo įrenginių poreikis, pajėgumai ir išdėstymas. Planai taip pat neatitinka projektų Finansinio memorandumo sąlygų. 2. Ne visi Utenos regiono atliekų tvarkymo infrastruktūros projektai įgyvendinami sėkmingai. Neigiamą įtaką projektų įgyvendinimui daro tiek projekto vykdytojo netinkamai atlikti veiksmai, tiek ir kontroliuojančių institucijų vėluojantys sprendimai. 3. Ne visa pastatyta infrastruktūra pakankamai efektyviai funkcionuoja, o ekspertų vertinimai dėl planuojamos statyti mišrių komunalinių atliekų tvarkymo infrastruktūros yra skirtingi.

In order to fulfill EU directives, which regulates waste management, and Lithuanian legislation requirements, municipal waste management system and infrastructure development is being implemented in Lithuania. Lithuania committed to European Union to reduce waste disposal in landfills, however, landfill – is still the main waste disposal manner in Lithuania. Management of infrastructure is a complex process that requires appropriate solutions in order to implement infrastructure projects successfully, as well manage municipal waste disposal suitably and reduce amounts of waste being disposed in landfills. In these Master theses management of Utena region waste disposal infrastructure was analysed. The main aim of theses was to find out whether implementation of Utena waste disposal infrastructure projects was proper and whether the selected waste management solutions were suitable for disposal of waste in the region. The results of this study are the following: 1. Utena regional and Utena regional municipality‘s waste management plans have some lacks in new waste utilization and disposal equipment needs, capacities and arrangements, which were not sufficiently described. Furthermore, mentioned plans do not meet the project requirements stated in the Financing memorandum. 2. Unfortunately, not all of Utena waste disposal infrastructure management projects are being implemented successfully. The negative impact on the implementation of the projects was caused by the inappropriate conduction of projects by the final beneficiary and as well as regulatory authorities delayed decisions. 3. Unfortunately, not the entire implemented infrastructure is functioning efficiently enough, and expert’s assessments on the planned new mixed municipal waste management infrastructure implementation came to different conclusions.
