The topic of this work supposes very specific matter of analysis, which concerns only problems of self - government's rights implementation and search of possible decision. on the purpose to analyze the chosen topic at the maximum effectively, in this work it is appealed to the opinions of different specialists of various spheres of sciences, who are analyzing the self - government problems in Lithuania and also opinions of other representatives of different society sets.
