Abstract

The master‘s final paper „The implementation of municipality actions for general pre – school education“ analyses the implementation and development of municipality functions. Trying to define, what elements implement development of pre ��� school education. Besides that pre – school education are general, not all children have a opportunity to attend pre – school groupes. Quite often thiese children are from families, who are on social risk. That’s why priority on this issues is very important, that every child will get the same school start opportunity as everyone at his age and we have to pay more attention to reduce it. Lithuanian law regulate that municipality institutions are responsible to implement pre – school education. However municipality has their own functions, independent from government power. That brings a lot of indetermination who has to implement pre – school education. There are no exact regulations or statements who’s functions are to implement this education. The master’s final paper consists theory part, where analyzes law which regulate pre – school education and practical part - analyses the implement power of pre- school education of municipality. Theory part consists of conception and process of pre – school education and municipality, also reflect communication between government and municipality institutions. Practical part consists of research, which revelate quality of municipality functions in order to implement pre – school education. Deductions and guidelines of this final paper gives reason for municipality to improve pre – school education.
