Terorizmo prevencija ir teisinis reguliavimas Lietuvoje Europos Sąjungos standartų kontekste

Kova su terorizmu Europos Sąjungoje yra vienas iš pagrindinių uždavinių užtikrinant piliečių saugumą. Valstybėms narėms tenka atsakomybė neatsilikti nuo keliamų teisinio reguliavimo ir prevencijos efektyvumo kriterijų, taip užtikrinant ne tik nacionalinį, bet ir kitų valstybių saugumą nuo terorizmo grėsmės. Šio magistro baigiamojo darbo tikslas – išanalizuoti ir įvertinti terorizmo prevencijos instrumentus, naudojamus Lietuvoje, išskirti problemines, tobulintinas teisinio reglamentavimo sritis. Šiuo tikslu lyginamos Europos Sąjungos strategijos kovai su terorizmu kryptys ir Lietuvoje vykdoma terorizmo prevencija. Magistro baigiamajame darbe pateikiama terorizmo prevencijos srityje dirbančių ekspertų nuomonė apie Lietuvoje naudojamų teisinių priemonių efektyvumą. Išskiriami teisinio reglamentavimo trūkumai ir siūlomi galimi jų sprendimo variantai, nauji terorizmo prevencijos instrumentai.

Fight against terrorism in the European Union is one of the key challenges for the security assurance for citizens. Member States have a responsibility to keep up with the criteria of legal regulation and effectiveness of terrorism prevention, thus ensuring not only national but also other countries security against the threat of terrorism. The aim of this master’s thesis is to analyze and evaluate the tools of terrorism prevention used in Lithuania, distinguish problematic areas, areas of legal regulation to be improved. For this purpose, the European Union's counter-terrorism strategy directions and terrorism prevention in Lithuania are compared. The master's thesis presents the opinion of experts working in the field of terrorism prevention on the effectiveness of legal instruments used in Lithuania. Deficiencies in legal regulation are identified and possible solutions are proposed for them, as well as new tools for the prevention of terrorism.
