In Druskininkai municipality, which is a territory of highest unemployment, percentage of the unemployed persons was 29,9% in year 2001, 10% in year 2005 and 9,3 % in year 2006 [32]. Although unemployment rates in previous highest unemployment territories have decreased in recent years, together with problems, determining development of country‘s economy and welfare of its citizens, diminishing of unemployment rates and negative effects of unemployment is still necessary. While solving unemployment problems in Druskininkai municipality, insufficient competitive skills and lack of motivation show up among certain groups of labour force; incompatibility of demand and supply of labour force is observed; for employers it becomes more complicated to find workers of proper qualification. Such situation requires implementation of preventive social differentiation reduction programmes and additional measures to promote employment as well as active labour market policy measures. This paper provides analysis of success and difficulties that Labour Exchange Office specialists, unemployed persons and employers face with, while implementing active labour market policy measures.
