Abstract

The special rights of the Customs and other statutory institutions are described in the framework of official duties law; i.e. the special duties are differentiated from the catalogue of the human constitutional rights and are evaluated in the context of statutory organizations. Most attention is paid to the issues of these rights: the passive electoral right, the right to participate in the professional unions, the rights to social guarantees and the right to the career processes. The paper also deals with the concept of the statutory institution, the officer and the perception of status in the research literature. The legislative status of the officer is singled out. At the end of the research paper the descriptions of the Customs and other statutory institutions are compared and analyzed.
