Waste management is complex part of the politics, which includes waste collection from residents, small and medium-sized companies, healthcare and other offices, industrial, agricultural and other trade companies waste collection, processing and return for a final storage. Hazardous waste, which may cause a threat to environment and people’s health, contains a separate part of waste, therefore special demand needed for the management, that’s why in year 1993 Hazardous waste management measures were approved and implementation of such tasks began with creation scheme of hazardous waste management of Lithuania. Later two more measures (1999 and 2006) were approved. Lithuanian and EU legislation, which influenced goals and tasks set in hazardous waste management, and selected measures – ways of solution, have been reviewed in this study. In order to find out formation and disposition quantities of hazardous waste subject to types of management, quantity variation trend of hazardous waste has been reviewed. Not all hazardous waste could be managed together by implementing the same technology, because of their degree of risk, nature, and so on. The study also contains types of hazardous waste management ant technological management scheme. Companies, willing to perform management of hazardous waste, must to apply for a register of hazardous waste managing companies, have a environmental permit, have a technical regulation of waste handling and removal, schedule of work termination, also must have sponsorship insurance policy or bank warrant, which would guaranty that the schedule would include financing measures if bankruptcy or other case. The Study gives rules for applying and obtaining permits, approval opportunities of technical regulations and schedule of work termination, staff assessment rules of hazardous waste managing companies. Most important hazardous waste management provisions are to reduce quantity of hazardous waste that is to change the view to industrial process and consumption, developing pollution prevention and cleaner production strategies. As we analyze the evolution of hazardous waste management system, competence of governmental bodies is being researched and the changes in tasks of hazardous waste management, also creation rules of hazardous waste and administration of hazardous waste management system. The analysis of hazardous waste management program has been implemented from two sides: 1 – purpose of the program, 2 – implementation of tasks. Goals of the programs are discussed, raised and implemented tasks, causes, that blocked to implement and possible ways of solution.
