Pirmojoje darbo dalyje nagrinėjama administracinių gebėjimų sąvoka, aiškinama administracinių gebėjimų esmė pagal ES plėtros instrumentus, t.y. analizuojami plėtros metu naudotos priemonės susijusios su administracinių gebėjimų reikalavimais. Šioje dalyje taip pat analizuojami Europos Komisijos vertinamieji dokumentai, kuriuose Komisija nagrinėjo kandidačių administracinius gebėjimus, apibendrinami Komisijos išskiriami administracinių gebėjimų turinį sudarantys elementai.
In the first part of the research the concept of administrative capacity was analyzed and the essence of administrative capacity was explained in accordance with the instruments of the EU enlargement, i.e. the administrative capacity related measures being applied during the process of negotiations were analyzed. In this part also the appraisal documents of the European Commission were outlined (on the basis of these documents the administrative capacity of candidates had been evaluated). Also the separate elements of administrative capacity provided by the Commission were presented. The function of the administrative capacity to ensure good administrative practice on the national and European level was discussed while revealing the nature of administrative capacity. Other functions of administrative capacity were also discussed. The relationship between administrative capacity and strategic management and principles of good administration was analyzed. In this part the constructive parts of the administrative capacity term was discussed also providing forms of administrative capacity. The historical context of development of administrative capacity and the objectives for emerging of this term was provided due to the need to evaluate the term independently from European Commission’s explanations. Further more the importance of administrative capacity for the EU functioning and maintaining the relation with national systems was stressed particularly. In the second part the dependency of common EU financial market on administrative capacity of national institutions was proved. The administrative capacity of national institutions is a prerequisite for the common EU market to function and the principles of common market to be implemented. In the third part the importance of administrative capacity for the EU environment acquis to be implemented was mentioned. In this part the special deficit of administrative capacity to implement environment acquis was showed. It was also emphasized that special administrative capacity to prepare oneself for implementation of environment acquis is needed if the implementation is postponed (in case of transitional agreement). In this part the deficit of administrative capacity to implement waste management projects was showed. The opinion of author and respondents being questioned on the reasons of the mentioned deficit was presented.
