Magistro baigiamajame darbe vertinamas lėtinių neinfekcinių ligų valdymas pirminėje asmens sveikatos priežiūros įstaigoje. Pirmajame skyriuje nagrinėjama lėtinių neinfekcinių ligų valdymo politika Europos Sąjungoje, plačiai analizuojami tarptautiniai lėtinių neinfekcinių ligų teoriniai valdymo aspektai. Antroje darbo dalyje nagrinėjamas lėtinių neinfekcinių ligų valdymo politikos įgyvendinimas Lietuvoje, analizuojami teisės aktai, reglamentuojantys lėtinių neinfekcinių ligų valdymą bei pirminės sveikatos priežiūros paslaugų teikimo ir finansavimo ypatumai. Trečiame skyriuje vertinamas sveikatos priežiūros specialistų požiūris į lėtinių neinfekcinių ligų valdymą pasirinktoje pirminėje asmens sveikatos priežiūros įstaigoje. Ketvirtajame skyriuje pateikiamas ir aprašomas teorinis lėtinių neinfekcinių ligų valdymo modelis pirminėje sveikatos priežiūros įstaigoje.
In Lithuania, as in many countries around the world, the burden of chronic non-communicable diseases (NCDs) is growing, making it increasingly important to manage these diseases effectively at the primary healthcare level, the main point of contact. More efficient management of chronic non-communicable diseases in primary healthcare institutions is essential to reduce the mortality and disability caused by these diseases and to improve patients' quality of life. Object of the study: Management of chronic non-communicable diseases in primary health care institution. Objective of the study: To evaluate the management of chronic non-communicable diseases in primary health care institution. Study aims: 1. Analyze the legislation regulating the management of chronic non-communicable diseases in primary healthcare. 2. Evaluate healthcare professionals perspectives on the management of chronic non-communicable diseases in primary health care institution. 3. Identify the main obstacles encountered in managing chronic non-communicable diseases in primary health care institution. 4. Develop a theoretical model for the management of chronic non-communicable diseases in primary health care institution. Methods of the Study: Analysis of legislation and documents; analysis of scientific literature; qualitative research using semi-structured interview method. Results: The study showed that primary health care institution faces organizational and financial obstacles in managing chronic non-communicable diseases, including a shortage of specialists, excessive workloads, long queues, insufficient consultation time, and inadequate integration of information systems. It was found that funding for healthcare services for chronic non-communicable diseases from the Compulsory Health Insurance Fund budget is considered insufficient, limiting effective prevention and control of chronic non-communicable diseases. Conclusions: Despite the presence of many important components necessary for effective management of chronic non-communicable diseases in primary personal healthcare institutions, specialists assessments of the situation were ambivalent. It is necessary to strengthen the family doctor's team, increase the number of specialists, extend consultation times, improve collaboration among specialists, refine internal patient flow management, and develop and automate IT systems. It was assessed that there is a need for increased funding to improve the accessibility of healthcare services and to expand preventive programs. Structure of the study: The first chapter examines the management policy of chronic non-communicable diseases in the European Union, broadly analyzing the international theoretical aspects of chronic non-communicable disease management. The second part of the work examines the implementation of chronic non-communicable disease management policy in Lithuania, analyzes the legislation regulating the management of chronic non-communicable diseases, and the specifics of providing and financing primary health care services. The third chapter evaluates the perspective of health care professionals on the management of chronic non-communicable diseases in a selected primary personal health care institution. The fourth chapter presents and describes the theoretical model for the management of chronic non-communicable diseases in primary health care institution.
