SUMMARY In this work it is analysed the connection between valuables and effectiveness’s in the institutions of public administration. In the theoretical part more attention is paid to different attitudes towards valuables formed in the process of history, to the topic of valuables’ choice and to the analysis of efficiency criterion. In the empirical part it is acquainted with the results of the research fulfilled in the municipality of Švenčionys district. These results proved both raised hypothesis: “Valuables dominating in public administration institution influence the effectiveness of employees’ work”, “The effectiveness of work is a worth for employees”. The employees of the municipality (92 proc.) confirmed that positive valuables (regularity, responsibility, permanent training) influence the results of employees’ work and, to the contrary, negative valuables (red – tape, centralization, too big tendency of stability) decrease effectiveness of work. Formed strong culture of the organization and positive climate prevailing in the organization are the necessary conditions of the effectiveness of the organization’s work. To maintain these conditions the involvement of all organization’s members and the initiative of the head are necessary. Employees’ attitude toward work and their interest to reach raised goals depend on the competence of the head. The research showed that in this municipality more attention should be pay permanent training of employees, there is a demand to organize the courses of permanent improvement at work place.
