Property management tackles one of the most important goals of a municipality – effective property distribution and investment on purpose of maximum benefit. Property management always has to be related to its operation and control. In order to manage property suitably, considerable efforts, professional capability is necessary, it is needed to responsibly estimate the factors of the changing environment. The municipality practice of property management in Lithuania has just started to develop, therefore in this master paper the problems, goals and tasks, by the help of which it is sought to initiate the questions of property management in Vilnius municipality, are analyzed, looking for the answers, municipality property management advantages and shortcomings. In the context of theses attitudes in this master paper, the conclusions form, that the main reason which retards the municipality property regeneration process today is imperfect legal acts and fairly abstruse operational property distribution mechanism. Municipalities do not have a capability to analyze, wherefore that amount of allocations are budgeted to administer one or another function and what is needed to be done in order to improve the situation. A considerable obstacle is the protracted land reform. With reference to these conclusions, it is recommended to work out, coordinate and approve the common territory plans, by forming land funds of municipalities, also to improve the property management mechanism. Empirical research of property management in Vilnius municipality has verified that imperfect legal acts protract the property regeneration process. Therefore, it is recommended to review the imperfect legal acts regulating the process and dispose corresponding alterations, in order the proprietary rights restitution process could be implemented fluently and that it could be accomplished according to the terms scheduled in the government programme. With reference to the data of the accomplished research, it is also recommended for the municipality to rent not only long-term tangible assets, but also the short-term. It is essential for municipalities to formulate and state their goals more definitely, because properly operated, distributed, estimated and wore property determines the success of existence for each municipality.
