The European Committee introduced Action project „e Europe 2005: an information society for all” which settled a cause for EU countries to encourage public service (e. government, e. health security and e. business) and to develop secure telecommunication facility. Secure e. public service implementation is a keystone for Lithuanian Government, as well, which has confirmed an e-Government Conception. Talking about information security, very often only technological, technical and program security decisions and their advantages and disadvantages are discussed. Therefore, it is one of the main reasons why it is not paid enough attention to organization implements such us policy of information security, its conception and tactic of development or security of information resources, etc. Thus, the main goal of this paper is to define the basic requirements, which are necessary to follow in order to encourage the development of information security system that would guarantee secure e. public services for taxpayers. Moreover, the determination of principals and purposes of this system will allow to guarantee information confidentiality, entity and accessibility. A hypothesis at the end of the paper was certified - the crucial factors such as understanding of subsequences of information destruction or creation of information security culture, will allow to achieve the successful system of information security and to save e. public services. According to Lithuanian experience in information security and EU and Lithuanian normative acts, it is possible to make some conclusions that should be considered while developing the system of information security. Firstly, it has to be mentioned that Government needs to understand and estimate information importance, to assess danger to their information resources and realize subsequences. Creating policy of information security, County State Tax Inspectorate should evaluate information breaches, select optimal security tools to avoid them and form the model of information security culture.
