Dažniausiai analizuojama privataus sektoriaus organizacinė kultūra ir tyrimai atliekami didelėse privačiose kompanijose, taip siekiant įtvirtinti ar sukurti bendras organizacines vertybes ir jomis pagrįstą organizacijos misiją, viziją ir ryškų organizacijos įvaizdi. Šalys, besirūpinančios savo įvaizdžiu, pasauliui paprastai pateikia savo kultūros, ekonomikos bei politikos vertybes. Pagrindinius duomenis apie Lietuvos ekonominius, socialinius, demografinius ir aplinkos pokyčius skelbia Statistikos departamentas prie Lietuvos Respublikos Vyriausybės. Šios organizacijos įvaizdis yra sudėtinė Lietuvos, kaip valstybės, įvaizdžio dalis. Todėl dėmesys šiai organizacijai turi būti ypatingas ir neatidėliotinas. Taigi, darbo objektu buvo pasirinktas Statistikos departamentas. Šio darbo tikslas - išanalizuoti Lietuvos statistikos pagrindinio struktūrinio padalinio - Statistikos departamento - organizacinės kultūros būklę ir kaitos perspektyvas.
Commonly, organizational culture of the private sector is analysed and surveys are carried out in large private companies, thus striving to consolidate or develop general organizational values and mission, vision and a distinct image of the organization, based on those values. Countries concerned about their image usually introduce to the world their cultural, economic and political values. The Department of Statistics to the Government of the Republic of Lithuania (Statistics Lithuania) publishes the main data on Lithuania’s economic, social, demographic and environmental changes. Image of this organization is a component of Lithuania’s image; hence the particular and exigent attention towards it. Therefore, Statistics Lithuania has been selected as the subject of the thesis. Objective of the thesis: to analyse the state of organizational culture and prospects for changes in the main structural unit of the Lithuanian statistical system – Statistics Lithuania. In the process of work, the following methods were applied: comparative analysis and summary of literature, interview of the employees (using questionnaires), interview of the management, monitoring, systematization and analysis of the department’s internal documentation, consultations with specialists in the respective fields. Theoretical preconditions for the formation, key concepts as well as possible types, functions and levels of organizational culture are presented in the thesis. The influence of organizational culture on and its relation with the mission, vision and objectives of the organization, interaction of the organizational culture and personnel policy are highlighted; formation of and changes in as well as methods of surveying organizational culture are reviewed. Methodology for the implementation of the practical part of the thesis as well as the analysis of the results of the survey on organizational culture of Statistics Lithuania, conclusions and proposals are presented and grounded.
