Registration is one of the main elements of the welfare creation of the state and its citizens. There is no possibility to talk about effective administration of the state or provision of information services to the society and business without an effective registration system. State register means a totality of legal, organisational and technical measures intended for the registration of register objects designated by the law, the collection, accumulation, processing, systematisation, storage and provision to legal and natural persons of quantitative, qualitative, geographic and other data and documents. The main registers are: register recording legal entities, population register, real estate (including rights thereto) register, register of addresses, register of legal acts, mortgage register. The author analyses the administration of the main state registers: registration of certain objects, collection data about them and provision these data to users. This topic is not researched in the Lithuanian science, so the author analyses theoretical and practical problems of administration of the main state registers. The author reviews the importance of registration and its necessity to people and a state, scrutinizes the work of the main state registers administration bodies, analyses overriding problems of administration of the main state registers, laws regulating the administration of the main state registers, innovations in the main state registers. The author analyses the possibility to separate functions of the main state registers administration and submits the proposals to improve work of registers also. The author notes that as more information technologies are used in the registration process, as more effective the registration process is. The use of information technologies helps to make the procedures simpler and to reduce the number of visitors in the institutions.
