Organization culture is supposed us efficiency, stability, flexibility and clearness guarantee, so it is very important to have strong organization culture. Purpose to create strong organization and its culture, must to keep and fortify the present. If organization and its culture are strong with steady features, such culture becomes hardy for the changes and easy clear many obstacles. The main purpose – to disclose strong organization culture creation suggestions and its control singularity in regional municipality of Panevėžys. Using literature, was talked about conception of organization culture, shown strong organization features, was made organization culture control methods analysis in case creation of strong organization culture. Using questionnaire, had been questioned 50 personnel of regional municipality in Panevėžys. Collected stuff and information analysis let to draw inferences. First, organization culture is the main valuables system, by which going organization, and which is known by others organization members, which doing influence on their action. Second, were marked strong organization features: organization culture is doing big effect on their action; people with one accord agree about its purpose; many people agree about organization valuables. Third, can say, that strong organization culture can be created by one of these control ways: if organization culture is weak, it should be changed; if it is strong, should be kept. Fourth, can see that culture of regional municipality in Panevėžys is strong and well kept, only formal. 88 percentage know all organization hero’s; in this organization there are many ceremonies (92 percentage); organization has its own traditions (92 percentage), it is organized many holidays (92 percentage), but such things like history, ceremonies are not making big influence on people action (48 percentage) and feelings (52 percentage). Fifth, can see different opinions of leaders and other personnel, leaders are the part of organization, more ironsides, easy looking for new things than others, because many new organization people do not know history, traditions, not feeling so good at work, that can make big influence on organization work results. Sixth, analysis results saying, that organization culture should be kept and consolidate.
