Žemės konsolidacijos projektų rengimo procedūrų teisinis pagrindimas

Abstract

The legal basis for land consolidation projects preparation is analyzed in this master thesis. The purpose of thesis – to analyze main land consolidation preparation procedures, which require legal approval, and prepare proposals for consolidation projects preparation methodology improvement. The experience of Western Europe countries and land consolidation projects in Lithuanian are analyzed in the thesis. The analysis includes review of pilot land consolidation project in 2000 – 2003 and actual land consolidation projects started in 2005. The stages of land consolidation project preparation, considering it as territorial planning document are studied in different chapters of thesis. The procedures which are finalized with governing institutions or owners meetings legal documents are examined more detailed. The proposals are prepared regarding analysis of land owners wishes for territory planning, economical benefits of land reallocation calculation, content of land consolidation project file. Land valuation and land consolidation implementation works are examined in separate parts of the thesis. The conclusions specify that Lithuanian legal acts related with land consolidation must be amended according to experience of first land consolidation project and foreign countries practice. Land consolidation procedure must be simplified, therefore some legal acts must be amended or new ones created seeking to elaborate land consolidation implementation and its documents explanation.
