Organizational culture – is an element of organizational activity, which is based on the values of organization and individuals. The essence of organizational developmental is connected with its implementation process of strategy and with the transformation of organizational culture. The transformation of organizational culture is one of the most important factors influencing the functioning of an organization, work effectiveness and quality as well as the behavior of workers. The thesis aims to investigate and reveal factors of organizational culture transformation in Lithuanian public sector organizations. The goal of the paper is to examine the influence of factors of organizational culture transformation for public sector organizations of Lithuania. The paper presents scientific literature, historical and document analysis, linguistic, comparative and qualitative research methods. The results of paper showed that transformation of organizational culture is a dualistic process. The culture forms itself, while being influenced by external and internal factors. It can also be purposefully formed and changed by applying specific methods to employees and managers of the organization.
