The subject of the final paper is „Administrative supervision of municipal performance: current state, predicaments and prospects“. The author of the research is Laura Skaburske, Studies of Administration of Self-Government Institutions. The research advisor is associate professor Algirdas Astrauskas. It is two control systems of administration subjects in Lithuania. Municipal system and central government. The relationship between them is effected by legal, economic and other measures. Supervision of municipalities is overseeing the legitimacy of municipal decisions, thus indirectly defending the interests of local communities. The Government Representative is designated to administer the supervision of municipalities. Research content. The first chapter analyses the theoretical aspects of the municipal supervision: local government and its position in the system of public administration, relationship between central government and municipalities, local government in Constitution and laws, competence models of the municipal supervision and short analysis of municipal supervision in Deutch, France and Latvia. The second chapter contents of analysis of municipal supervision system in Lithuania. Analysis is based on the highligtht of four stages in the development of the present system of municipal supervision. The third chapter presents recomendations for the performance improvement of the municipal supervision currently in place. It is recommended to increase a number of staff in the service of the Government representative, to enforce more strict requirements for the job, to increase financial independence. The research was made in accordance with analysis of legal acts and scientific literature. The specific questionaire was employed to poll a part of municipalities mayors and vice-mayors and one Government Representative was additionally interviewed.
