The Master‘s thesis is devoted to the topic of the effectiveness of the Common Foreign and Security Policy (CFSP) of the European Union. The objective of this work is to analyze CFSP taking into account its historical prospective. The objects of the thesis – CFSP’s institutions and the policies that they are implementing, as well as legal acts, which regulates these policies and relations among the institutions. The thesis is written executing historical, institutional, instrumental and financial analysis. Thesis is composed of four sections. In the first one, the historical evolution of CFSP and its growing effectiveness is overviewed. The focus is concentrated mostly on the Treaties of Mastricht and Amsterdam and the changes that were caused by them in the field of CFSP. In the second section the institutions of CFSP are being discussed. In the third part the instruments of CFSP, their efficiency, the advantages and disadvantages of present system are analysed, as well as planned reforms. The last section is devoted to the financial modalities of CFSP, with the focus on analysis of attracting, planning and using financial resources for the institutions and instruments of CFSP. The analysis that was carried out by the author proved that the field of CFSP is changing rapidly. Despite of slow progress of CFSP during the Cold War period, early attempts to introduce proper regulation of CFSP came up to become useful when the right time for their introduction came in the late nineties. Though the sphere of regulation of CFSP was expanding, the probability that CFSP will be passed to the field of regulation of over-national EU institutions is not high. The opportunity to carry out joint actions and accept common positions helped to consolidate EU and encouraged the enlargement of the Union. On the other hand, some serious shortages have emerged, including irrational planning, lack of crisis management capabilities, backwardness of intelligence capabilities, etc. CFSP is an exceptional field, where the aspect of national interests is especially important. The choice of the instruments that the EU is using in the field of CFSP and their power is pretty limited, the legal instruments which could ensure more effective implementation of CFSP are on their way, the control system is weak. CFSP’s future a lot depends on the positions of the national governments, which is pretty reserved comparing to the position of EU institutions, and which foresees greater responsibility of the EU in this field.
