The personnel management in the Lithuanian public sector, including municipalities, is paid very little attention to. The personnel management functions are not implemented properly, because there is not any specific personnel management system. Therefore the personnel management in the Lithuanian municipalities must be improved. This would help to create better conditions for people who work there, to make sure that the municipalities operate perfectly and that interests of citizens are represented in a qualitative way. The purpose of this Master final paper is to explore the situation of the personnel management in the municipalities of the Marijampolė county, to identify the main problems and to make suggestions for improvement. For this purpose a questionnaire was used. It was applied for interrogating department managers of the municipalities. The research results showed that the most problematical fields of the personnel management in all the municipalities are the incentive programs, performance appraisal and training of public officials. Selection of public officials is less problematic. Thus the fact, that all the explored fields of the personnel management contain quite many problems, points to the gaps of the personnel management policies in the municipalities and to the knowing that changes in them are required.
