Summary This thesis analyses the mechanisms of management and disposal of municipality asset. Asset management is viewed through classifying it into financial and material types of asset and different management ways are presented to each of those. They are discussed in the context of privatisation process. This thesis also deals with mechanisms of alternative service delivery in local government which are the basis for organizing, providing, delivering and producing services, municipality assets are managed and used in the privatisation process. Assets management in Lithuania and countries of West, like United Kingdom, Germany and USA, are compared. A contract signed by municipality and a private sector company concerning the delivery of services may often result in problems, largely discussed among the statesmen, in the media, among the experts and in the society. These problems are such as an economic efficiency of privatisation, deficient service delivery, problems with privatisation transparency, a misbalanced public and economical interests, little concern about public needs and opinion. From all this we can draw a conclusion, that municipality budgets are not entirely independent. Therefore, it is vital to continue the process of decentralisation, and increase the managerial independence of municipality units. Vilnius municipality provides products and services through various mechanisms, both relying on the role of the private sector and on the influence of public institutions. The extent of community participation in producing and providing services is extremely small. The improvement of service quality is not seen as the priority in the privatisation process. Therefore, this thesis tries to prove that service privatisation process has to be turned to consumer and service quality.
