Fight against terrorism is one of the most important questions of common foreign and security policy nowadays. It is not only the issue of every country but the aim of international community as well. Therefore, it is very important to establish the right and effective measures in order to prevent and fight against terrorism. EU is one of the international organizations where fight against terrorism has been given top priority at the highest political levels. As terrorism is quite an old phenomenon which had been changing threw years the historical analysis and the main changes of terrorism are shown in the first section of this survey. It is also talked about the modern terrorism and the reasons to fight it are given. The threat of terrorism is very big as a result it requires legal institutional and international responses. The second section firstly deals with the legal response to terrorism and presents what are the main laws and documents that ensure and establish preventive and counter terrorism measures. Then it is analyzed what institutions and how create and implement this policy in EU and what are the main issues they meet. There is paid quite a lot of attention to the fight against financing of terrorism policy in the second section as well. Finally, the relations and communication between EU and other international organizations as well as third countries are discussed in the survey. The last section (third) of the survey points out what the combating terrorism policy is like in Lithuania, what are the main institutions implementing it and what are the main issues there.
