The project Hybrid Threats, International Law, and Geopolitical Security: A Baltic Perspective (HYBLAW) investigates how hybrid threats are reshaping international law, sovereignty, and security frameworks, with the Baltic States as a unique empirical case. Situated at the frontline of Russia’s hybrid tactics, the region provides an exceptional laboratory for analyzing how disinformation, cyberattacks, lawfare, economic coercion, proxy activities, and other manifestations of hybrid threats challenge both national resilience and the international legal order. At the same time, the project examines whether international law still retains the capacity to counter hybrid threats and whether it has the necessary instruments to address their consequences. The project also incorporates a broader perspective of security research, which remains underrepresented in Lithuanian academic discourse.
