Immigration in Lithuania: influence for University Education

The purpose of this article is to establish the inducement of legal arrival of foreigners and persons without citizenship into Lithuania. Human's right to choose a residing place was described in the Universal Declaration of Human Rights [I] adopted by the United Nations Organization in 1948. It proclaims that "everyone has the right to freedom of movement and residence within the borders of each state" and "everyone has the right to leave any country, including his own and to return to his country". In accordance with the data of United Nations nowadays from 185 million to 192 million people do not reside in their homeland. It amounts to 2,9 per cent of the whole world population. Recently the growth of flow of foreigners and persons without citizenship is being observed in Lithuania. After analyzing the data of 2002 - 2006 presented by the Department of Statistics, we have established that during the investigated period the number of permissions to live in Lithuania has been constantly growing. Permissions to reside in Lithuania permanently are being issued five-times more than permissions for temporarily living. People from Russian Federation, Ukraine, Belarus and Germany prevail among immigrants.
