Despite the fact, that society often discus about public procurement’s problems, the regulation of this process requires in-depth evaluation of theorists and practitioners. Corruption is an old social phenomenon which manifestations are increasingly visible in public procurement practices. A corruption problems in public procurement are associated with the Lithuanian law violations. More over, public attention is increasingly attracting participants in the crime – civil servants and businessmen. A complex procurement process regulation and control is known in all over the world, and therefore article explore the existing problems in public procurement. The elimination of publicity, bureaucratese’s professional inflexibility, the competitive relationship distortion in the market, the law base complexity and other factors are likely to create corruption in public procurement. Over the past twenty years, the new public management paradigm dominated by the public administration world, because it’s followings argued about the new global paradigm’s coming in the context of the fight against bureaucracy. The new Public Management have had to increase efficiency, improve service quality, reduce public management and administrative costs, bureaucracy, redirect attention to customers and enable public sector staff to work in a transparent and responsible manner.
