The article deals with conflict management in the time of deep transformational changes. Using economical, legal, administrative, ethical as well as educational factors create the possibility to stop and to prevent a violence, to neutralize and eliminate the negative outcomes, to give the imput for conflicting sides to come to the agreement trough negotiation, mediation and other ways of constructive interactions. Conflict resolution and management is interrelated with the culture of social life, which bases itself on respect towards law, civic responsibility, tolerance, community membership. Observing the processes in Lithuania - one of the transitional democracy countries - leads to the conclusion that the improving practices of conflict management in the public sector require the proper legal environment. Modernization of public administration increase its role in dealing with conflicts. The systematic education of different social groups influence the common culture of interactions and conflict resolution in the public life. Some other stimulating steps how to improve conflict resolution are discussed.
