In addition to the traditional responsibilities of education and research, universities now also have to pro-actively engage in the practical application of the results of scientific research and disseminate newly developed knowledge to help solve important problems in society. An entrepreneurial university, which is defined as the outcome of the third mission, takes on an important role in the development of innovation. Universities face the necessity to improve the quality of higher education, increases the potential of European universities to enhance not only their role in the society but also in the economic growth of the EU. The paper positions the promotion of university entrepreneurship with the help of ICT in the context of an innovation system with strong ties to digital supported collective intelligence and system thinking theories. By modelling entrepreneurial university, the empirical data from extensive qualitative research on Lithuanian academic institutions were applied. The proposed conceptual model of the promotion of university entrepreneurship distinguishes three levels: Macro, Mezzo, and Micro. The interaction between these levels delineates the various processes using the comprehensible ‘Where?’, ‘How?’, and ‘What For?’ questions. EU universities may apply the model in application of ICT for creating entrepreneurship promotion strategies and implementing specific entrepreneurial activities.
