The Constituent Seimas was the first institute of representative democracy in the history of the State of Lithuania. The fact that the Constituent Seimas consolidated parliamentary democracy and embraced the tradition of parliamentarism of Western European states shows that Lithuania, having got rid of the century-long oppression of the Eastern neighbour, chose the Western geopolitical orientation at once, that Lithuania rejected both the autocratic dictatorship of monarchy and the ideology and practice of Marxism (bolshevism). Even diough in the 1920 Provisional Constitution the powers of the Constituent Seimas were defined in a very laconic manner, it is dear from the established constitutional regulation, from the activities of the Constituent Seimas and the laws that it adopted that it discharged all classical functions of the parliament of a democratic state (representation of the nation, legislation, founding other institutions, budget approval, the parliamentary control of the executive, as well as other functions characteristic of a parliament).
