Rinkos ekonomikos ir konkurencijos sąlygomis įmonės, įstaigos ir organizacijos, norėdamos išsilaikyti rinkoje ir patenkinti klientų poreikius, turi nuolat gerinti produkcijos kokybę, optimizuoti gamybos apimtis ir kaštus. Tai sunku padaryti nežinant, kokia praktika vienoje ar kitoje srityje yra geriausia, t. y. nežinant, kaip vienu ar kitu atveju elgiasi tie, kuriems sekasi geriau. Geriausios praktikos siekimas kaip tik ir yra ta priemonė, padedanti įvertinti ' tiek konkurentų, tiek savo galimybes ir pasiekti didesnį efektyvumą ir produktyvumą ir procesų, ir rezultatų atžvilgiu. Geriausios praktikos siekimas - tai procesas, kurio metu ne tik ištiriama, ką konkreti institucija daro geriau, bet gauti rezultatai pritaikomi tyrimą inicijavusioje kompanijoje ir taip pakeliamas jos lygis. Praktikoje Lietuvoje, kaip ir Europoje, geriausios praktikos siekimo metodas ir lygiavimasis į rinkos lyderius, yra gana plačiai taikomas, nors tai ne visada deklaruojama. Tačiau teoriškai Lietuvoje ši tema mažai nagrinėta. Straipsnio tikslas - išanalizuoti geriausios praktikos siekimo metodus, jų rūšis, metodologiją, viešojo sektoriaus problemas. Competition in public provision has intensified as external changes (including technological innovation) have created better service delivery and widened the range of potential competitors and forms of competition. At the same time technological innovation and applications of information technology in particular lead to new and faster ways of information sharing. Therefore, public service organisations face a paradox of co¬operation needed for benchmarking and competitive rivalry. Applying case studies the research explores penetration of best practice benchmarking in public services.. Results sugest that changes in performance benchmarking for service delivery resulting from new technology are associated with greater competitive rivalry among public service organizations. Benchmarking analysis of organizational learning capabilities considers a set of criteria: clarities of purposes and mission, leadership commitment and empowerment, experimentation and rewards, knowledge transfer, teamwork in problem solving, etc. Its purpose is to show benchmarking methods, methodology, problems in public sector. This article analyses benchmarking process, methodology, methods, problems encountered in public sector. In a difficult process of benchmarking it is very important not only to find best practice but also to effectively implement results in order to gain economical acceptance. An organization can choose many different methods to be use in the process. Before selecting a benchmarking type an organization which initiates analysis should thoroughly examine processes in it in order to know key issues that should be noticed. Different organizations tailor various methodologies which help to achieve highest effectiveness and productivity. Still there are many problems that may occur while applying benchmarking and it is very important to solve them as soon as possible.
