The article discloses the idea that modern prevalent consciousness and the culture of society predetermine human rights and freedoms as the most important value of the modern world. However, it must be emphasized that the Western society, which has formulated a humanistic view on personal rights, can not thrust its views on other societies, i.e. it can not determine which values are absolutely universal. This means that the society of people (or an international community) must be based upon an impartial conception of human rights, which could "manoeuvre" through the frame of various political, religious, moral, and philosophical doctrines.
