The article explains what possible problems can arise in the state of emergency and war because of incomplete laws. Extreme situations are complex, require not only additional organisational means and financial, material resources but also specific theoretical and practical preparation of the staff. The author analyses what role human resources play in extremities management and what problems exist there. Shortcomings of the EMS structure, provision, incompletion of laws, insufficient training of the staff may cause some problems of running the of State during the localization of extremities and elimination after effects, which may cause death and loss. It should be considered that in extreme conditions it may be impossible to improve the structure, logistics, laws and staff skills therefore many problems should be solved in normal conditions.
