Conflict between Police department of MOI and the supporters of the police education model did not improve the quality of the police training. At present in Lithuanian police system the police education model with the practical training elements prevails. The positive features of such education are those that one can critically view the present situation in the police and to propose an innovative solution for the future of the organization. This only partially corresponds with the concept of Manning and Parison (2002) on the modernization through the cooperation of candidates from outside with the state service (the police in this case). The negative sides are that the changes inside the organization can be hardly influenced because of the autonomous training for the organization, i. e., the client.
Reform of police personnel training has been started after the restoration of the Independence from 1990 to the middle of 1991 the vertical structure of police training has been formed. Training of police personnel is integrated into the system of Ministry of the Interior (MO1). The reorganizations of the police training system as the result of political solutions adjusted the whole structure of police training. Police personnel training in 1991-1992: no basic training system existed. The Lithuanian Police Academy liberated from the control of the Ministry of the Interior. Kaunas and Vilnius police schools were under from Soviet control to control of the MOI. That was a wasteful system from the point of view of financial means because it duplicated the basic training function between LPA and the above mentioned law schools. In 1993—1996 the new political authority has stopped the integration of the Higher Police Schools to the Police Academy. The newly introduced political, legal, structural, and educational changes in police training were still lore irrational and financially wasteful.
