Abstract
This article contains western and Lithuanian scientists, who in recent years, have explored the issues of performance measurement. First of all, it is concluded that the performance measurement in the public sector is beneficial in implementing citizens' expectations for effective governance. Although it raises a problem, can sociality be measured, is it needed in municipalities and how it should be done. A model is presented which is adapted to the Lithuanian municipalities, in which index of sociality can be carried out.
