Steponas Kairys was not only the signatory of the February 16 Act but also one of the most famous participants of the Lithuanian National Liberation Movement and one of the most prominent Lithuanian politicians in the first half of the 20th century. He was a long-standing leader and ideologist of Lithuanian social democracy. What is more, S. Kairys was a well-known Lithuanian engineer-practitioner and a notable professor of engineering subjects. This article is dedicated to his social political activities until 1919. Since he joined the Lithuanian Social Democratic Party (LSDP) and became member of its Center Committee in his study years, the first chapter shows the provisions of LSDP on the political future of Lithuania at the time when Kairys became one of the party leaders. The article also shows the role of Steponas Kairys during the revolution of 1905–1907 and during the First World War. There is discussed his relationship with the adoption of the February 16th Act of Independence and the process of creating statehood in Lithuania in 1917–1919.
