Straipsnyje nagrinėjama terorizmo - vieno iš sunkiausių nusikaltimų problema. Terorizmą reikėtų vertinti kaip vieną labiausiai valstybių ir tarptautinės bendruomenės gyvenimą destabilizuojančių veiksnių. Autorius nurodo, kad moksle terorizmas apibrėžiamas skirtingai, tačiau iš esmės šie apibrėžimai sietini su krtminologiniais bei baudžiamaisiais teisiniais šio reiškinio aspektais, kartu nevengiant ir pastebimo ideologinio atspalvio. Siekiant atlikti išsamesnę terorizmo problemos analizę, autorius siūlo atkreipti dėmesį ir į filosofinį etinį bei tarptautinį teisinį šio socialinio reiškinio aspektą. Autorius teigia, kad kova su terorizmu turi remtis įvairaus pobūdžio priemonėmis, pradedant socialinėmis-ekonominėmis bei karinėmis-politinėmis, baigiant etinėmis bei religinėmis. Tokia nuolatinė kryptinga kova turi būti vykdoma ir tarptautiniu bei regioniniu lygmenimis, ir atskirų valstybių mastu.
The article deals with one of the most dangerous crimes-about terrorism, which is a factor considerably destabilizing life of the state and the world community in general. The author pays attention to the fact that different approaches to the definition of terrorism are known to the science, but they mainly deal with criminological and criminal law aspect with considerable ideological hue. For more detailed study of such social phenomenon as terrorism the author offers to pay attention to philosophic-ethical and international law aspects of this problem. The author believes that the struggle with terrorism should include wide range of measures of different character from social-economic and military-political up to ethical and religious. That struggle should be carried out on international and regional levels as well as in the scale of separate states in purposeful and offensive way.
