Straipsnyje analizuojama Europos Sąjungos (toliau – ES) prioritetų vidaus saugumo srityje integravimo į nacionalinį lygmenį problematika ir pateikiami sprendimo būdai1. Tyrimo metu siekiama nustatyti, ar yra sukurtas sisteminis mechanizmas, kaip ES prioritetai integruojami į Lietuvos nacionalinius teisėsaugos institucijų veiklos dokumentus. Teigiama, jog nesant tokio mechanizmo, sudaromos prielaidos funkcionuoti stichiškai ir nepamatuotai veiklai formuojant vidaus saugumo politiką. Dėl šios priežasties sudaroma terpė šio proceso spragoms – neimplikuoti konkretaus valstybei aktualaus ES prioriteto į nacionalinio lygio veiklos dokumentus, neįgyvendinti prioriteto nacionaliniu lygmeniu tiek turinio, tiek formos prasme. Straipsnį sudaro dvi dalys. Pirmoje dalyje aktualizuojami ES prioritetų integravimo vidaus saugumo srityje į nacionalinį lygmenį klausimai, analizuojama Lietuvos esama situacija. Antroje dalyje analizuojant konkrečių prioritetų vidaus saugumo srityje turinį, pateikiamos galimos šių prioritetų integravimo formos. Įvertinant ekspertų interviu, pateikiami konkretūs siūlymai dėl proceso optimizavimo Lietuvoje sukuriant ES prioritetų integravimo mechanizmą.
The article analyses the problems and proposed solutions of integration of the priorities of the internal security of the European Union (hereinafter referred to EU) into the national level. The aim of the research is to determine how the systematic mechanism on integration of EU priorities in the documents of the Lithuanian national law enforcement authorities works. It is argued that in the absence of such mechanism, the preconditions are created for spontaneous and unreasonable activities by shaping the internal security policy. Due to this reason the gaps of this process appears, i. e. a special EU priority which is actual to the state is not implied in the national documents and the priority is not implemented both in the sense of the content and the form. The article consists of two parts. The first part actualizes the issues of integration of the EU security priorities in the national level and analyses the current situation in Lithuania. The second part proposes possible integration forms of these priorities in the light of interviews conducted with experts and analysis of specific priorities in the area of internal security. The research revealed that the legal background of EU legal acts which must be implemented and the legal acts which must be applied directly is regulated in Lithuania. It is envisaged that within their jurisdiction the state institutions and agencies are responsible for EU law (acquis communitaire) transfer into the national law and its implementation. The coordination of this process is clearly established. It is determined that both in the Ministry of Interior and the Police Department, in the context of political documents which declares EU priorities, systematic mechanism of EU priorities’ integration into the documents of the national law enforcement agencies must be improved. It is necessary to create the definition of the systematic mechanism of EU priorities’ which are declared into the political documents integration into the documents of the national law enforcement agencies. Operation of the mechanism in the national level would consist of five basic levels which would act as a close circle starting with the identification of priorities at the national level, transferring the identified priorities through the general level of EU priorities applied to all states and filtering the relevant ones by integrating them into the national level and implementing according to the laws. On the basis of the study conducted, it must be stated that it is necessary to structure and prepare the unified target autonomous document which would reflect all the national priorities in the area of the internal security in a coherent and comprehensive manner.
