Šiame darbe nagrinėjamas suverenitetas, jo supratimas įvairiais laikotarpiais ir galiausiai jo priklausymas tautai. Prisiminti XVIII a. veikėjai, kurie labiausiai paveikė naują suvereniteto sampratos formavimą. Remiantis Lietuvos teisininko Mykolo Romerio veikalu „Suverenitetas“ bus bandoma įrodyti, kad tauta reprezentacinės demokratijos doktrinoje turi būti suvokiama kaip tęstinė tauta, o mes, gyvenantys konkrečiu laiku, esame tęstinės tautos reprezentantai ir tos tautos valios reiškėjai.
In the article „Sovereign and Democracy“ it was tried to remind the sovereign conception in the absolute monarchy and in the 18th century, when it was influenced mostly by John Lock, Charles Louis Montesquieu and Jean Jacques Rousseau. Before the 18th century in many European countries it was believed that the monarchy has the absolute power granted them by the God. Those three men, mentioned above, have offered a new interpretation of sovereignty based on the doctrine of separation of powers, which has had a great impact on today idea of democracy. Lithuanian jurist M. Romeris in his work called “Sovereignty” analysis the conception of historical nation. According to M. Romeris, historical nation is the community of people which includes living generation, died generations and not yet born generations. He also talks about legal nation, which consists of “the elite of living generation” and which represents the whole generation.
