Abstract
Government leaders like these are changing the very nature of public administration. Academics call their approach, in the aggregate, "the new public management". It is the latest manifestation of the never-ending process of government reform, and it is taking place at all levels of government and in many countries. The term generally encompasses the following elements: reverting to core functions, restoring civil society, adopting market principles, decentralizing and devolving authority, focusing on management, "rightsizing" government, institutionalizing e-government and other new technologies. All these elements are discussed in the article.
