The articles deals with the data coming from IEA (International Association for Evaluation of Students Achievements) Civic Education Study CivEd. Civic knowledge test consists of 38 items, 25 of which refer to knowledge and content and 13 to skills in interpretation. All items were given in a multiple-choice format, with student responses coded as correct or incorrect. The items cover a broad range of content areas selected from a much larger set of trial items after intensive piloting. In the final version, the international average of correct answers was 64 per cent, which indicates that, for majority of students, the test was far from being too difficult. The results of Rasch scaling as well as classical item statistics show that the test has satisfactory characteristics; for example, alpha coefficient is at least .85 in all countries. The results of Lithuanian teenagers are analysed in the article as well as conclusions are made. The data shows that correlation between knowledge and interpretation skills are strong (r=.91). It means that students having strong understanding about democracy, about society as a whole do better in the interpreting the civic information.
