Straipsnyje analizuojamos savivaldos problemos; aptariama rytinės Paribio Lietuvos integracijos galimybių sociologinė paieška panaudojant savivaldos svertus. Remiantis atliktų teisinių aktų tyrimo beiaktų tyrimo bei sociologinės apklausos rezultatais, analizuojami šios Lietuvos dalies savivaldybių veiklos aspektai (pvz., tarnautojų profesinė savimonė), galintys reikšmingai paveikti integracinius procesus. Tyrime išskiriamos skirtingą socialinį ekonominį potencialą turinčios rajonų grupės. integracijos galimybių sociologinė paieška panaudojant savivaldos svertus.
The paper deals with a sociological research of the integrative abilities through the development of self-governance in the eastern border regions of Lithuania. A survey of the opinion of local officials in the eastern districts of Lithuania is presented. Conclusions about the self-consciousness of local officials dealing with the consolidation of integrative abilities are formulated. The paper is composed of three parts. In the first part, results of a research on perception of the organisational environment of local authorities are presented. The second part deals with the evaluation the possibilities of local authorities. The illusion of quick development solely through reinforcing the power of local authorities and financial support from the State was observed. The viewpoint of the officials on the abilities of the organisational development is described in the third part. The main problems of the organisational structures of the local authorities, such as stabile priorities of the activity and sovereignty of a mayor, are indicated.
