Co-creating collective intelligence in civic tech: pilot study in Lithuania

The main task of the pilot study, implemented in Lithuania 2017, was to develop a conceptual framework to reflect the co-creation processes in Civic Tech by considering the Civic Tech platforms as Collective Intelligence Ecosystems. The research subject was the „bottom up“ co-creation process in the digital enabled civic platforms in Lithuania, initiated by public organisations, civic movements or business entities. The sample size for a web-based monitoring (netnograpgy) consist of 50 Civic Tech in Lithuania (24 NGO, 16 by citizens initiated platforms, 10 by business and 10 public organisation initiated platforms). The modelling approach created the preconditions to evaluate, effectively manage and standardise digital enhanced co-creation processes, and multiply successful models of collective decision making and transparent management in other sectors.
