Sparčiai plečiantis neteisėtai narkotinių ir psichotropinių medžiagų apyvartai, šio reiškinio įveikimas yra vienas iš strateginių Lietuvos ir kitų Europos valstybių bei tokių tarptautinių organizacijų kaip JT ar ES tikslų. Svarbų vaidmenį, kovojant su neteisėta narkotinių ir psichotropinių medžiagų apyvarta vaidina teisėsaugos institucijos, ir ypač statutiniai pareigūnai - policija, valstybės sienos apsaugos tarnyba, muitinės pareigūnai. Atitinkamai būtina analizuoti esamų struktūrų efektyvumą kovojant su nelegalia narkotikų apyvarta, sistemos trūkumus ir ieškoti būdų bei metodų esamai situacijai gerinti. Atsižvelgiant į nurodytus tikslus, pranešime analizuojami narkotikų prevencijoje ir kovoje su narkotikų apyvarta dalyvaujantys statutiniai pareigūnai, išskiriama jų kompetencija šioje srityje, analizuojami statistiniai duomenys. Taip pat analizuojama nacionalinėje narkotikų kontrolės ir narkomanijos prevencijos 2004-2008 metų programoje patvirtinti tikslai ir uždaviniai siekiant pagerinti statutinių pareigūnų darbą kovojant su neteisėta narkotikų apyvarta, aptariami būdai ir priemonės esamai situacijai tobulinti.
Rapid expansion of illegal traffic in narcotic drugs and psychotropic substances, overcoming of that phenomena is one of strategic aims of Lithuania other European countries and of such international and regional organizations as EU or JN. Important role fighting with illegal traffic in narcotic drugs and psychotropic substances play legal institutions, especially statutory officials such as police, officers of State Border Guard Service and Customs department. Accordingly one should analyse the effectiveness of existing structure while fighting with illegal traffic in narcotic drugs and psychotropic substances, to look for shortages of the system and to search ways and methods for improvement of existing situation. According to the aforementioned aims the author analyses which statutory officers are taking part in prevention of narcotic drugs and in fight with illegal traffic in narcotic drugs, their competence. Later on the author analyses related statistical data and the aims and tasks given in National program related to prevention of drug abuse and drug control for the year 2004-2008, aimed to improve practical work of statutory officers in fighting with illegal traffic in narcotic drugs. At last there are discussed the ways and methods for the possible improvement of existing situation.
