Straipsnyje daroma išvada, kad netinkamų eksploatuoti transporto priemonių tvarkymo reglamentavimo problematiškumą lemia tai, kad tokių transporto priemonių tvarkymą reguliuojančioms teisės normoms būdingas kompleksiškumas, t.y. be bendrųjų atliekų tvarkymą reguliuojančių teisinių imperatyvų, turi būti taikomos pavojingų atliekų tvarkymą, didelių gabaritų tvarkymą apibrėžiančios teisės normos.
This paper seeks to explore the scientific level, in one of the categories of waste, ELV treatment of certain state regulatory issues, discussing the most relevant regional and national regulatory instruments governing the ELV processing system to identify regulatory dysfunctions. Safe waste management in Lithuania faced with the challenges of legal regulation, the scope of the problem and the system remains relevant and constantly demands of scientific analysis and evaluation. Effective waste management system, which leads to the safe disposal of the waste, the establishment and proper implementation - one of the priority environmental areas. Waste disposal in landfills, though at this time and the cheapest waste management option, but is not compatible with the waste management priorities. Waste prevention and recycling of waste is relevant and significant EU legislation formulated for all types of waste management principles. Improper operation of the vehicle due to its characteristics (configuration, producing a variety of materials used, etc.). Viset very different from other types of waste, and such waste and establishing rule of law is exclusive. Both regional and national law essentially establishes a similar ELV management priorities, it is a vehicle waste prevention, end of life vehicles and their components reuse, recycling. The paper concludes that the ELV management regulatory problems can be due to the fact that these vehicles legal rules governing the handling of inherent complexity, ie addition to the general law regulating waste management imperatives must be applied to hazardous waste, bulky management of defining rules.
