2005 –2008 metu ES kovos su narkotikais veiksmų plane užsibrėžtas tikslas iki 2007 metų pateikti vieningą su narkotikais susijusio nusikaltimo definiciją, kadangi kol to nėra padaryta, skirtingi mokslininkai ir teisėsaugos pareigūnai skirtingai traktuoja šį terminą ir todėl iš esmės nėra įmanoma moksliškai pagristai ir užtikrintai palyginti atskirų tyrimų metu surinktų duomenų bei tuo pačiu neišnaudojami visi surinkti duomenys tinkamesnių prevencijos priemonių kovojant su narkotikų reiškiniu ir tuo pačiu su visuomenės saugumu parinkimui. Straipsnyje trumpai apžvelgiama galimos narkotikų ir nusikalstamumo sąsajos ir klasifikacijos bei jų atspindėjimas ES narkotikų ir narkomanijos stebėsenos centro pateiktoje „narkotinių nusikaltimų“ definicijoje.
The author of the article makes scientific discussion about nexus of drugs and crime. First of all reveals various existing theories, models and classifications, analyses the nature and complexity of the relationship and the factors having possible influence to the nexus. The necessity to prevent and to fight with drugs and drug related crime is one of the basic aims while ensuring high level of security to the society and is one of the priorities both in EU and UN policies related to human safety and security issues. But in order to have fruitful scientific discussion while analysing the extent and the impact of the phenomena one needs an agreed conceptual basis and definitions. The problems of the same understanding were also indicated in the EU drugs action plan for 2005-2008 and the need for additional scientific research on the nexus of drugs and crime was foreseen in the EU drugs action plan for 2009-2012. The author using scientific, comparative and analytical scientific methods discusses drug and crime relations and afterwards analysis the problems related with definition and identification of drug related crimes and lastly makes conclusions if the definition of drug related crimes proposed by EU Monitoring centre for drugs and drug addiction reflects relations and factors important while analysing the nexus of drugs and crime and found in scientific literature.
