Prognose der Kriminalitätsentwicklung und- Prävention in der Slowakischen Republik an der Jahrhundertwende

The report is a brief review of scientific activities focused on crime prevention which have taken place at the Police Academy of the Slovak Republic, Bratislava. The activities themselves started in 1995, when ,,The Mid-term Prognosis on Crime Development in the Slovak Republic" was drawn up. The above-mentioned prognosis was revised in 1997 under the title ,,The Prognosis on Crime Development in the Slovak Republic by 2002, with Outlook as far as 2010". These documents have been worked out for the Ministry of Interior of the Slovak Republic and have been distributed to all agencies concerned with problems of crime. In the recent times, the Police Academy has been dealing with crime development in a complex system of prognoses. Its model expects a definition and network of: 1) the long-term, the mid-term and the short-term prognoses (according to the time period they are beeing applied); 2) the whole territory, the regional and the district prognoses (according to the territorial division); 3) the partial and complex prognoses (according to complexity); 4) the exploratory and normative prognoses (according to methodology). It is necessary to emphasize that all the kinds of prognoses would lose their meaning if they missed preventive measures focused on avoiding an undesirable future.

Šis pranešimas - tai trumpa Slovakijos policijos akademijos mokslinės veiklos nusikaltimų prevencijos srityje apžvalga. 1995 m. Slovakijos vidaus reikalų ministerija parengė „Nusikalstamumo raidos Slovakijos Respublikoje prognoze". 1997 m. ji buvo papildyta ir pavadinta „Nusikaltimų raidos Slovakijos Respublikoje prognozė iki 2002-2010 m.". Pastaruoju metu Policijos akademija sudarinėjo kompleksine nusikalstamumo prognoze. Sukurti įvairūs prognozių modeliai ir tinklai: 1) ilgalaikės, vidutinės ir trumpalaikės prognozės (pagal periodą, kuriam jos sudaromos); 2) visos teritorijos, regioninės ir apskričių prognozės (pagal teritorinį padalijimą); 3) paprastos ir kompleksinės prognozės (pagal sudėtingumą); 4) tyrimų ir normatyvinės prognozės (pagal metodologiją). Pažymėtina, kad bet kuri prognozė be prevenciniu priemonių nepageidaujamai ateičiai išvengti prarastu savo svarbą. Šie dokumentai buvo parengti Slovakijos Respublikos VRM ir išplatinti atitinkamose agentūrose.
