Solidarumo principo vaidmuo formuojant bendrą Europos Sąjungos energetikos politiką

The article analyses the implementation of the principle of the solidarity in the formation of common energy policy. In the first part of the article the legal regulation of the principle of the solidarity in the Treaty on the Functioning of the European Union is discussed. The second part of the article analyses the actions of the Members States while implementing the principle of solidarity. The third part of the article is devoted to the analysis of the opinion of inhabitants of Member States on the cooperation among Members States in energy. The solidarity principle in energy sector can be implemented solely on voluntary basis because there are no legal binding norms.

Straipsnyje nagrinėjamas solidarumo principo vaidmuo formuojant bendrą Europos Sąjungos energetikos politiką. Pirmoje dalyje aptariamas solidarumo principo teisinis reglamentavimas Sutartyje dėl Europos Sąjungos veikimo. Antroji straipsnio dalis skirta valstybių narių veiksmų analizei įgyvendinant solidarumo principą. Trečioji straipsnio dalis skirta analizei Europos Sąjungos valstybių narių gyventojų nuomonės dėl valstybių narių bendradarbiavimo energetikos sektoriuje. Nėra įtvirtinto teisiškai privalomo mechanizmo užtikrinančio, kad visos valstybės narės veiktų remiantis solidarumo principu, todėl jo įgyvendinimas yra pagrįstas savanoriškais valstybių narių veiksmais.
