The effects of descriptive imagery and appeals on emotions and intentions related to pro-environmental behaviorItem type:Publication, research article[2019][S1][S006][20]; ; Sustainability: Psychology of Sustainability and Sustainable Development. [Basel] : MDPI AG, 2019, vol. 11, iss. 19, SI, 5257., p. 1-20The aim of the present study is to assess whether reinforcing imagery affects the emotional valence and effectiveness of pro-environmental public service announcements (PSAs). Two experiments that utilized PSAs constructed from a combination of text-based appeal and an image were carried out. The first experiment used the following appeals; (1) highlighting injunction, (2) highlighting injunction together with a negative descriptive norm, and (3) highlighting injunction together with a positive descriptive norm. These appeals were written on a photograph that either depicted nature scenery or the same scenery with digitally added litter. The results of the first experiment demonstrated that a congruent combination of text appeals highlighting injunction together with a positive descriptive norm and positive descriptive imagery elicits the most positive emotions when compared to other appeal and image combinations. The second experiment demonstrated that appeals with positive descriptive norms and an injunctive message coupled with a congruent descriptive image affect behavioral intention more than appeals with an injunctive only message coupled with a congruent descriptive image, thus demonstrating the additive effect of descriptive imagery and appeals presented together.

The article analyses in comparative aspect the practice of the Republic of Lithuania as one of the European countries. In the context of globalization, the research focuses on international legal systems of both international and regional levels. The comparative legal analysis of the legal measures to maintain national security revealed similarities in theoretical and methodological approaches. In the study, the author’s definition of national security is given; and a typological model of the concept of national security is formed.

Vilnius : Generolo Jono Žemaičio Lietuvos karo akademija, 2019, vol. 8, no. 4., p. 609-616The article analyses conceptions of both, the economic security and financial security of the state, in respect to a recent increase of attention given to assuring the state’s economic security while emphasizing mostly the financial factor. Therefore, a thorough analysis on the two conceptions, as well as, on their interrelation, based on scientific literature, revealed that state’s financial security and stability can reflect the economic security of the state only to some extent. The performed scientific practical research verified the hypothesis, which emerged during theoretical research, that financial security and stability cannot fully ensure the economic stability of the state.

In this publication the authors of the publication aim to present a systematic analysis of the legal framework of religious education and its relationship and limitations in the aim to prevent radicalization. In order to achieve the aim of the research the following tasks will be carried out: revealing of the essence of the freedom of right of thought, religion and conscience and their relation to religious education; analysing documents, strategies and policies addressing the prevention of radicalization in Europe; evaluating the intersection of right to religious education and the need to prevent radicalisation. The question is relevant due to the ever-increasing number of terrorist acts performed by persons who have been born in European states (so called home-grown terrorists). The publication discusses the right to religion and the right to religious education and its limitations. The development of EU policy in the field of counter-terrorism and counter-radicalisation is extensively discussed. Finally, the guidelines are drawn for the conciliation of the freedom to religion and beliefs and the pressing need to prevent persons from radicalisation.

Cryptocurrency now is available as a form of payment for retail goods, as an instrument for a wholesale international transaction a mean of exchange for whatever goods and is available through ATM’s. Moreover, it is developing as a possibility for fundraising a) as a private debt b) as seed capital. Companies like Facebook are discussing launching own cryptocurrency. Bank UBS is developing its blockchain based virtual currency as well. However, scientist agrees that cryptocurrency has an important impact to national security. It became a relevant instrument for illegal good transactions, a mean of exchange in the darknet and an instrument for money laundering or infrastructure for new kind of money-laundering practices (for example- “Smurfing” phenomena (EU Observer, 2019)) European Union is launching AML and KYC procedures for the cryptocur- rency market. Would it be efficient? Why are we implementing KYC and AML procedures for cryptocurrency? Is it able to minimize risks?

Basel : MDPI AG, 2019, vol. 11, iss. 6, 1588., p. 1-21The dramatic growth of the world’s population is increasing the pressure on natural resources, particularly on soil systems. At the same time, inappropriate agricultural practices are causing widespread soil degradation. Improved management of soil resources and identification of the potential agricultural capability of soils is therefore needed to prevent further land degradation, particularly in dryland areas such as Egypt. Here, we present a case study in the El-Fayoum depression (Northern Egypt) to model and map soil suitability for 12 typical Mediterranean crops. Two management scenarios were analyzed: the current situation (CS) and an optimal scenario (OS) of soil variables. The Almagra model was applied to estimate soil suitability under CS and OS. Management options based on the CS assessment were proposed to reduce some limiting factors: a fixed value of 2 dSm1 for soil salinity and 5% for sodium saturation; these defined the OS. Under optimal management, the OS scenario showed potential, where a notable increase of the area covered by a high suitability class (around 80%) for annual and semi-annual crops was observed. There was also a marked increase (about 70% for CS and 50% for OS) for perennial crops shifting from the marginal to moderate soil suitability class. The results reveal the importance of proper management to massively alter soil suitability into better states in order to achieve sustainable land use in this fertile agro-ecosystem.

Vilnius : Generolo Jono Žemaičio Lietuvos karo akademija, 2019, vol. 8, iss. 3., p. 331-343The research paper discusses different issues of interpretation and qualification of illegal access to an information system (IS), taking into account international instruments and European Union legislation as well as the relevant case law of Lithuania. Analysis of criminal cases and legal regulation shows that such cases require an appropriate combination of the technical and legal sides of such criminal offences. In this context, it is also important that criminal liability for illegal access to an IS must be underpinned not only by the principles of technological neutrality and equivalent assessment but also must ensure respect for the ultima ratio (last resort) principle. It is this principle which in particular is the subject of considerable attention in the research paper in terms of over-criminalisation of illegal access to an IS. While solving the puzzle of technology and terminology alignment, the paper also explores the elements of illegal access to an IS. In the light of developments in Lithuanian case law, more emphasis is placed on the debatable infringement of security measures, as an element, and on possible interpretation of its content.

More and more attention is paid to the tax system reorganization and evaluation. However, the different evaluation methods of the tax system can give different results and for this reason, there is not so simple to choose the right method or complex. The research was done with purpose to find out, which method of the evaluation of the tax system would be the most acceptable. On the basis of the results of the empirical study, there were identified the complex tax system evaluation criteria. According to them, the country, taking into account its specific characteristics, can compose the suitable complex tax system evaluation model. It can help to evaluate the country’s tax system in the most objectively way.

The phenomenon of terrorism is being analyzed by scientists in the political, economic, socio-psychological point of view and more attention is paid to the legal theoretical characteristics of this phenomenon. A more detailed analysis of terrorism in the article shows that use of concept of terrorism, regardless of reasons for this, makes the fight against terrorism an ideological tool, posed together as a growing threat to human rights. Furthermore, this article analyzes the reasons of terrorism and provides tendencies for further development of global terrorism. When there is no clear definition of terrorism and its causal relations are acceptable to all, questions concerning the scope of the fight against terrorism arise. In this case, we cannot be sure that modern democratic countries use the correct definition of terrorism in all cases and do not violate the human rights when fighting against terrorists. Even more doubts about the actions of democratic countries participating actively in fight against terrorism arise. The uncertainty of terrorism concept is being used to conceal violations of the human rights.

Vilnius : Generolo Jono Žemaičio Lietuvos karo akademija, 2017, vol. 7, no. 2., p. 369-380With the changing global security situation, increase in external threats or emergence of new ones (cyberattacks, non-conventional warfare models, etc.), countries must feel concern regarding consolidation of their security. In this regard, both the Republic of Lithuania and Ukraine are taking measures to enhance and expand their military forces. One of the means to fortify military forces is attracting citizens to serve in the civilian national defence service. Authors of the article employ a comparative aspect to analyse the need for statutory servants serving in the civilian national defence service, as well as reveal the number and type of professionals to be required by the national defence system and explore benefits provided by such statutory servants as well as their purpose in the army. Additionally, in the article authors reveal administrational-legal status of civilian national defence services in both the Republic of Lithuania and Ukraine, its place in the system of other militarised or civil public administration institutions. Comparative aspect is also used to analyse administrative legal status of statutory servants of civilian national defence service, peculiarities of admission of statutory servants to the national defence system and their service therein, as well as possibilities for motivation and stimulation of citizens to exercise service in the civilian national defence service. Therefore, the article aims to answer the question of what could motivate citizens to carry out service in the civilian national defence service, what incentives (needs, interests, values, stimulus, realisation of importance of certain matters, remuneration, etc.) would result in motivation (attitude and interest in) to serve in the Lithuanian Armed Forces and to participate in international operations.
